Overview

The Senior Policy and Advocacy Advisor will be responsible for the overall technical oversight, sustainability and resilience of the activity and is specifically responsible for national level coordination, advocacy with relevant directorates and ministries that support strengthening public health systems in a sustainable manner. S/he will support national technical and operational guidelines and strategies to support local level public health systems operationalized. S/he will coordinate between rural and urban health systems with national health authorities to better plan, monitor, and budget government financial resources. The Senior Policy and Advocacy Advisor will liaise with the Bangladesh Ministry of Health and Family Welfare (MOHFW) and engage in crucial conversations and facilitate dialogue with different stakeholders supporting public health system resilience to mitigate shocks and stressors. S/he will be able to facilitate policy dialogue and suggest changes that are needed to strengthen the local health system.

Responsibilities

  • Provide leadership, working collaboratively with project leaders on the design and implementation of activities to meet project goals.
  • Ensure a robust working knowledge of the local policy context, and opportunities to ensure policies reflect the current context, epidemiological trends and are aligned with the latest evidence;
  • Identify gaps in policy and areas for change or updating and map a pathway for conducive engagement and dialogue with key stakeholders;
  • Work collaboratively with local and national government counterparts, and engage in local level planning.
  • Identify effective methods for national level coordination and advocacy with the relevant directorates and ministries strengthening public health systems
  • Provide the necessary guidance and support for capacity building efforts for local and national government counterparts.
  • Ensure all activities are evidence-based and adapted to local context.
  • Ensure adaptive management approaches and ensure data use to contribute towards strategic
  • Work with the COP and Deputy COP and other senior project staff on annual work planning and provide strategic inputs
  • Ensure project activities are aligned with the project goal and objectives and national policies and frameworks;
  • Work closely with the Senior Advisor for Monitoring, Evaluation, Learning and Research and M&E team to analyze data, adjust implementation and put in place course corrections.
  • Supervise a team of technical professionals, ensuring high-quality implementation of all project activities
  • Support capacity building of staff personnel as required.
  • Represent the project in public and professional circles through meetings, conferences, and presentations and act as an active member of relevant technical groups.
  • Work with project and financial staff to prepare and track progress of project and activity budgets and ensure implementation is in accordance with USG regulations and procedures and the specifications determined in the Cooperative Agreement.

Required Qualifications

  • Master’s degree or other advanced degree (PhD, MD) in public health; health system strengthening; health finance and budgeting; development studies, social sciences, or management; and other relevant fields.
  • Minimum of ten years’ progressively experience in a senior role managing large, complex, and integrated programs of similar scope and dollar value.
  • Familiarity with Bangladesh Health Sector Plan and operations of the MOHFW and other ministries, and current relationships with relevant key Bangladeshi stakeholders (Government, donors, private sector, civil society).
  • Experience in advocacy and facilitating policy dialogue and bringing about suggested policy changes with MOHFW.
  • Proven ability to work collaboratively with the government, donors, the private sector, and community organizations to advance health objectives.
  • Previous experience working on USG programs or other donor funded programs with similar health objectives.
  • Demonstrated technical expertise in leading a diverse team in similar programs in the region.
  • Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public, NGO and private sectors
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • Demonstrated strategic thinking, organizational, team-building, and representational skills
  • Excellent interpersonal, writing, and English language oral presentation skills.
  • Ability to travel nationally as needed.
